In the absence or disability of both the Mayor and Vice-Mayor, the Council may designate another of its members to serve as acting Mayor, who shall have all the powers, duties and responsibilities of the Mayor during the absence or disability. (Code 1982 § 2-2-3. Code 2012 § 30.003.)
