It is unlawful for any person to place any rubbish, trash, filth or debris upon any private or public property not owned or under the control of the person. In addition to any fine which my be imposed for violation of any provision of this section, the person shall be liable for all costs which may be assessed pursuant to this chapter for the removal of rubbish, trash, filth or debris.
