The cost of the pipe extending beyond the existing main and the laying of the pipe shall be paid for by the applicant. If the City is to order the pipe for the applicant, payment in full must be made before the order will be placed by the City Water Department. The City may reimburse the applicant by an allowance of up to 50% on the monthly water bill charged to the applicant for a period of five years or until the pipe and the cost of laying the same has been reimbursed, whichever comes first.
