The lids of all containers shall, at all times, be kept secure so to prevent animals and insects accessing the contents. The lids shall only be opened while the container is being filled, emptied or cleaned. (Ord. 376 § 1(Exh. A), passed 1-24-2018. Code 2012 § 50.22.)
