It shall be unlawful for any person, unless authorized by the Chief of Police and the Public Works Director, to paint or deface any curb, sidewalk, street, highway or freeway within the jurisdiction of this City; provided, however, that this section shall not apply to the painting of numbers on a curb surface by any person who has complied with the provisions of any resolutions or ordinances of this City pertaining thereto.
