All ordinances of the City contained in the City’s prior Code of Ordinances, except those specially exempted in this chapter, now in force and effect, are hereby repealed on the effective date of the adoption of this Code, but all rights, duties and obligations created by the ordinances shall continue and exist in all respects as if this Code had not been adopted and enacted.
